Gupta\/Siliconeer)<\/em><\/p>\n<p>At a meet in in Oakland, Calif., Aug. 27, Covered California reached out to multicultural media to discuss the state\u2019s new health care laws and initiatives and their impacts on Hispanics, Asians and Pacific Islanders, African Americans, and LGBTQ communities. Covered California\u2019s Executive Director Peter V. Lee lead a distinguished panel of experts to discuss the state\u2019s health care policies taking effect in 2019 and 2020. Gupta\/Siliconeer)<\/div><\/div><\/figcaption><\/figure><div class=\"fg-loader\"><\/div><\/div><\/div>\n\n<p>Apart from the benefits of enrolling and the mandate that California has restored on health care enrollment, the event also had a discussion on the impacts on immigration, clearing the fact that affordable healthcare did not fall under public charge, and Public Charge <u>does not<\/u> affect a current green card holder applying for citizenship in any way. It can affect immigrants applying to be naturalized. It was however stressed that immigration being a multi-faceted issue, every individual was different and should consult their legal counsel for further clarifications.<\/p>\n<p><em>\u2013 Siliconeer<\/em><\/p>\n<p><strong>Covered California Releases Regional Data Behind Record-Low 0.8 Percent Rate Change for the Individual Market in 2020<\/strong><\/p>\n<p>Covered California is the state\u2019s health insurance marketplace, where Californians can find affordable, high-quality insurance from top insurance companies. Covered California is the only place where individuals who qualify can get financial assistance on a sliding scale to reduce premium costs. Consumers can then compare health insurance plans and choose the plan that works best for their health needs and budget. Depending on their income, some consumers may qualify for the low-cost or no-cost Medi-Cal program.<\/p>\n<p>Covered California is an independent part of the state government whose job is to make the health insurance marketplace work for California\u2019s consumers. It is overseen by a five-member board appointed by the governor and the Legislature.<\/p>\n<ul>\n<li>California\u2019s individual market will see an average rate change of 0.8 percent in 2020, which is the lowest change since Covered California\u2019s launch, due to new state affordability initiatives designed to lower costs and encourage enrollment.<\/li>\n<li>Given regional variations, consumers in some regions will see actual premium decreases, and those in many regions across the state will see little to no change in their rates, while others may see small increases.<\/li>\n<li>California\u2019s consumers could save even more, an average of -9.0 percent, if they shop and switch to the lowest-cost plan in the same metal tier.<\/li>\n<li>Covered California projects 922,000 people will be eligible for a new subsidy program that lowers the cost of their coverage, including 235,000 middle-income Californians who previously received no federal help.<\/li>\n<li>All 11 health insurance companies will return to the market for 2020, and three carriers will be expanding their offerings, giving nearly all Californians a choice of two carriers and 87 percent a choice of three carriers or more.<\/li>\n<\/ul>\n<p>SACRAMENTO, Calif. \u2014 Following up on the announcement that the average rate change for California\u2019s individual market will be 0.8 percent in 2020, which is the lowest premium increase since 2014, Covered California released regional rate data on Friday. Many regions across the state will see little to no change in their underlying rates (such as West Los Angeles, San Diego County and the Inland Empire), others will see an average rate decrease (such as parts of northern counties and parts of the Central Valley), and some will see modest increases (such as parts of the Bay Area and the Central Coast).<\/p>\n<p>\u201cThese regional rates confirm once again that health care is local and personal. It also affirms that the overall story is a good one for consumers across California,\u201d said Covered California Executive Director Peter V. Lee. \u201cEven before considering the positive impact of new state subsidies, many Californians will be seeing little change or even decreases in their underlying premiums.\u201d<\/p>\n<p>In addition, Covered California also released data on the statewide and regional average additional amounts that consumers would be able to save on their premiums if they shop around for the best deal. The average rate change for consumers who shop and switch to the lowest-cost plan in the same metal tier is -9.0 percent, which means that many Californians\u2019 premiums will be even lower than their current premiums while maintaining the same level of benefits.<\/p>\n<p>Consumers in Los Angeles, Orange, San Diego and Santa Clara counties, as well as the Inland Empire, could see average rate reductions of over 10 percent if they shop and switch (see Table 2: Covered California Rate Changes by Rating Region).<\/p>\n<p>\u201cCovered California\u2019s competitive marketplace puts consumers in the driver\u2019s seat by giving them the power to save money by switching plans and maintaining the same level of benefits,\u201d Lee said. \u201cOur health insurance companies know that if they don\u2019t have the lowest rates possible, they are going to lose consumers.\u201d<\/p>\n<p>It is important to note that the average rate changes and savings from shopping and switching do not reflect the additional savings available from the new state subsidies that an estimated 922,000 consumers will be eligible to receive, which will also lower the cost of coverage.<\/p>\n<p>The consumers who are projected to benefit from the new state subsidies are:<\/p>\n<ul>\n<li>An estimated 23,000 Covered California enrollees whose annual household income falls below 138 percent of the federal poverty level (FPL), which is less than $17,237 for an individual and $35,535 for a family of four. They will see their premiums for the benchmark plan lowered to $1 per member, per month.<\/li>\n<li>An estimated 663,000 Covered California enrollees who currently receive federal financial help. They will be eligible to receive an average of an additional $15 per household, per month, which will help them save an average of 5 percent on their current premiums.<\/li>\n<li>An estimated 235,000 middle-income Californians who previously did not qualify for financial help because they exceeded federal income requirements. They will be eligible to receive an average of $172 per household, per month, which will help them save an average of 23 percent off their current premiums. Many of these consumers, particularly those who live in high-cost regions, will see significant savings with annual reductions in their health care premiums in the hundreds and even thousands of dollars.<\/li>\n<\/ul>\n<p>\u201cThis first-in-the-nation program will make coverage more affordable for many middle-income Californians, such as small-businesses owners, entrepreneurs, contractors or workers in the gig economy,\u201d Lee said. \u201cEvery consumer is different, and even without the new state subsidies in place yet, many will see their premiums go down in 2020.\u201d<\/p>\n<p>The new state subsidies will only be available through Covered California. The amount of financial help consumers receive will vary depending on their age, their annual household income and the cost of health care in their region.<\/p>\n<p>As an example, a 62-year old couple in Oakland who earn $72,000 a year currently are not eligible for any financial help. Under the new state subsidy program, they could receive $1,700 per month in financial help, which would cover 70 percent of their monthly premium (see Table 1: New State Subsidy Scenario).<\/p>\n<p><strong>Table 1: New State Subsidy Scenario<\/strong><\/p>\n<p><a href=\"https:\/\/siliconeer.com\/current\/wp-content\/uploads\/2019\/09\/CoveredCA-Table-1.png\" data-size=\"800x321\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-92876\" src=\"https:\/\/siliconeer.com\/current\/wp-content\/uploads\/2019\/09\/CoveredCA-Table-1.png\" alt=\"\" width=\"800\" height=\"321\" title=\"\" srcset=\"https:\/\/siliconeer.com\/current\/wp-content\/uploads\/2019\/09\/CoveredCA-Table-1.png 800w, https:\/\/siliconeer.com\/current\/wp-content\/uploads\/2019\/09\/CoveredCA-Table-1-150x60.png 150w, https:\/\/siliconeer.com\/current\/wp-content\/uploads\/2019\/09\/CoveredCA-Table-1-300x120.png 300w, https:\/\/siliconeer.com\/current\/wp-content\/uploads\/2019\/09\/CoveredCA-Table-1-768x308.png 768w, https:\/\/siliconeer.com\/current\/wp-content\/uploads\/2019\/09\/CoveredCA-Table-1-672x270.png 672w, https:\/\/siliconeer.com\/current\/wp-content\/uploads\/2019\/09\/CoveredCA-Table-1-400x161.png 400w, https:\/\/siliconeer.com\/current\/wp-content\/uploads\/2019\/09\/CoveredCA-Table-1-560x225.png 560w\" sizes=\"auto, (max-width: 800px) 100vw, 800px\" \/><\/a><\/p>\n<p>Together, the new state subsidies and California\u2019s restoration of the individual mandate were key factors in driving down premiums in 2020.<\/p>\n<p>\u201cThanks to these bold steps from California\u2019s leaders, rates across the state in 2020 will be on average from 2 to 5 percent lower across the state than they would have been without these policies,\u201d Lee said.<\/p>\n<p>Covered California also announced that three health plans would be expanding their coverage areas, giving many Californians more choice and competition:<\/p>\n<ul>\n<li>Anthem Blue Cross \u2014 which is currently only available in Northern California, Santa Clara County and the Central Valley \u2014 will now be available to 59 percent of Californians as it expands into the Central Coast, parts of the Central Valley, Los Angeles County and the Inland Empire.<\/li>\n<li>Blue Shield of California will expand its HMO plan into parts of Tulare and Riverside counties and add coverage in parts of Kings and Fresno counties.<\/li>\n<li>Chinese Community Health Plan will expand to cover all of San Mateo County.<\/li>\n<\/ul>\n<p>\u201cWith a major national plan re-entering significant markets in the state, and other plans expanding their offerings, we\u2019re ensuring virtually everyone across California has a choice in coverage,\u201d Lee said. \u201cCovered California is proof that when you have a competitive market, it can work for both consumers and health plans.\u201d<\/p>\n<p>As a result of the expansion, 99.6 percent of Californians will be able to choose from two carriers or more in 2020, and 87 percent of Californians will have three or more choices.<\/p>\n<p>The proposed rate changes, negotiated with Covered California, have been filed with regulators and are subject to their final reviews. Consumers will be able to renew their existing plans or begin signing up for 2020 coverage in the fall. People who choose to go without coverage they can afford in 2020 will be subject to paying the penalty as part of their annual state tax filing. Others with special qualifying life events, like losing their coverage or moving, can enroll year-round. Medi-Cal enrollment is also year-round.<\/p>\n<p>Interested consumers should go to\u00a0<a href=\"http:\/\/www.coveredca.com\/\" rel=\"nofollow noopener\" target=\"_blank\">www.CoveredCA.com<\/a>\u00a0to find out if they qualify for financial help and find free local help to enroll.
