The crisis extends statewide: California has seen a 20% surge in foreclosures over the past year, with\u00a0initial\u00a0default notices,\u00a0the first step toward losing a home,\u00a0up 44%.<\/span><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true,&quot;201341983&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">&#8220;This pattern looks very much to me like what we saw in the lead-up to the great 2008 foreclosure crisis,&#8221; said Maeve Brown, Executive Director of <a href=\"https:\/\/www.heraca.org\" target=\"_blank\" rel=\"noopener nofollow\">Housing and Economic Rights Advocates (HERA)<\/a>. The scale of borrowing has grown dramatically since 2008, when mortgage debt stood at\u00a0$9 trillion. Today,\u00a0that debt\u00a0amount stands at\u00a0$13 trillion!<\/span><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true,&quot;201341983&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Christina Morales, <a href=\"https:\/\/www.hayward-ca.gov\/residents\/housing\" target=\"_blank\" rel=\"noopener nofollow\">Hayward&#8217;s housing division<\/a> Manager, laid out her city&#8217;s demographics.\u00a0Nearly half\u00a0of Hayward homeowners earn below the area&#8217;s median income; among renters, the proportion climbs to 70%. &#8220;Yet 46% of tenants are cost-burdened,&#8221; she said. &#8220;They&#8217;re just trying to make rent.&#8221;<\/span><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true,&quot;201341983&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"none\">Small Landlords at their\u00a0Breaking Point<\/span><\/b><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true,&quot;201341983&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Derek Barnes, CEO of the <a href=\"https:\/\/www.ebrha.com\" target=\"_blank\" rel=\"noopener nofollow\">East Bay Rental Housing Association<\/a>, spotlighted an overlooked crisis: small property owners who provide much of the region&#8217;s affordable housing are themselves at risk.<\/span><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true,&quot;201341983&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">More than half of\u00a0the\u00a0association members are small landlords with four units or fewer, and the majority have reached retirement age. Barnes reported that 54% of owner-operators over 60 face potential loss of their properties. A recent survey delivered more troubling news: 34% of smaller owner-operators plan to exit the rental business within two years. With monthly payments reaching $5,000 to $6,000, &#8220;unless two families, three families are coming\u00a0together,\u00a0it&#8217;s really, really tough.&#8221;<\/span><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true,&quot;201341983&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Rivera traces a migration pattern in reverse. &#8220;Many years back, my family and friends couldn&#8217;t afford to live in San Francisco, so they moved to Hayward. Once, Hayward was that affordable place. Now we&#8217;re seeing families moving to Modesto, to Stockton, moving out of state.&#8221;<\/span><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true,&quot;201341983&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">For immigrant communities, this hits especially hard. Kary Hua, Housing Program Manager at <a href=\"https:\/\/www.asianinc.org\" target=\"_blank\" rel=\"noopener nofollow\">ASIAN Inc.<\/a>, described the multigenerational strategies families now employ. &#8220;We&#8217;re seeing a lot of families where it&#8217;s, &#8216;Am I buying with my daughter? Am I buying with my brother?&#8217; in order to stay in the Bay Area.&#8221;<\/span><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true,&quot;201341983&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Mizgon\u00a0Zahir, a second-generation Afghan homeowner, lives this reality. &#8220;We have his adult children who live with us and contribute to the household,&#8221; she said of her merged family. &#8220;We&#8217;re constantly under pressure: If my health fails or one of us loses work, what will happen? We have one college graduate from Berkeley who cannot afford to rent.&#8221;<\/span><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true,&quot;201341983&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Sandy\u00a0Close captured the knowledge gap many\u00a0face: &#8220;One of the things you said to me is how few of us who actually are able to buy a home know what we&#8217;re getting into.
